  • Threat of further strikes: Trump warned of a “second wave” of military action if Venezuela resists.
  • Rebuild oil industry: U.S. officials plan to restore Venezuela’s oil infrastructure and repay American companies whose assets were seized.
  • Monroe Doctrine invoked: Trump framed the intervention as part of reasserting U.S. dominance in the Western Hemisphere.

Caracas, January 7, 2026 (Agencies) — The United States has outlined sweeping conditions for Venezuela following the capture of President Nicolás Maduro, demanding the expulsion of foreign allies and exclusive control over the country’s oil industry.

President Donald Trump said Venezuela’s interim authorities must sever ties with China, Russia, Iran, and Cuba before being allowed to resume pumping oil. He insisted that Caracas partner only with Washington, granting the U.S. “total access” to Venezuelan resources.

Trump warned of a “second wave” of strikes if Venezuela “does not behave,” adding that the U.S. will temporarily “run” the country until a “safe, proper and judicious transition” can be arranged.

American officials have also pledged to rebuild Venezuela’s oil infrastructure and repay U.S. companies whose assets were seized decades ago. Energy Secretary Chris Wright has been tasked with overseeing the restoration of production and ensuring Venezuelan crude is directed to U.S. ports.

The demands mark a dramatic escalation in Washington’s intervention, framed by Trump under the Monroe Doctrine as a reassertion of American dominance in the Western Hemisphere.

Analysts warn the conditions could trigger geopolitical fallout, particularly with China and Russia, who have invested heavily in Venezuela’s oil sector.
