Washington, United States, December 2 2025 (Agencies) – A new bill introduced in the U.S. Senate seeks to end the practice of dual citizenship for Americans, requiring individuals to pledge sole allegiance to the United States or risk losing their nationality.

The legislation, titled the Exclusive Citizenship Act of 2025, was introduced by Senator Bernie Moreno (R-Ohio). The bill mandates that U.S. citizens must hold only American nationality and prohibits them from retaining or acquiring citizenship in another country.

Under the proposed law, Americans who currently hold dual citizenship would be required to renounce either their U.S. citizenship or their foreign citizenship within one year of enactment. Failure to comply would be treated as voluntary relinquishment of U.S. nationality under Section 349(a) of the Immigration and Nationality Act.

The bill also directs the Secretary of State to establish regulations for renunciation procedures. Individuals would need to submit a written declaration either to the State Department (to renounce foreign citizenship) or to the Department of Homeland Security (to renounce U.S. citizenship).

Experts estimate that between 500,000 and 5.7 million Americans may currently hold dual citizenship, though the U.S. government does not maintain an official registry. A report cited by Forbes suggested that about 40 percent of U.S. immigrants may be dual nationals.

Senator Moreno, who was born in Colombia and later renounced his Colombian citizenship, argued that the measure is necessary to ensure “exclusive allegiance” to the United States. The proposal comes amid broader debates over immigration, national loyalty, and citizenship rights.

If passed, the law would represent one of the most significant changes to U.S. nationality policy in modern history, forcing millions of Americans to make a choice between their U.S. and foreign citizenships.
