Washington, 21 November 2025 (Agencies): The United States Department of State has approved the possible sale of Javelin anti-tank guided weapons and Excalibur precision artillery projectiles to India, in a deal valued at USD 92.8 million. The move underscores deepening defense ties between Washington and New Delhi amid regional security challenges.

According to the Defense Security Cooperation Agency (DSCA), the Javelin package is estimated at USD 45.7 million and includes 100 FGM-148 Javelin rounds, one Javelin missile, and 25 Lightweight Command Launch Units (LwCLUs) or Block 1 CLUs, along with logistics and program support. The prime contractor is the Javelin Joint Venture (JJV), a partnership between RTX Corporation and Lockheed Martin.

The Excalibur package, valued at USD 47.1 million, will provide India with 216 M982A1 155 mm guided projectiles, plus ancillary items such as portable electronic fire-control systems, primers, propellant charges, and related support. The prime contractor for the Excalibur program is RTX Corporation.

If finalized, the Excalibur acquisition would mark the first guided 155 mm artillery projectile operated by the Indian military, significantly enhancing its precision strike capabilities. The Javelin system, described by Lockheed Martin as a medium-range, manportable, fire-and-forget missile, has a maximum range of 4 km and can be deployed in both top-attack and direct-attack modes.

The DSCA confirmed that Congress has been notified of the potential Foreign Military Sales (FMS) programs. Officials emphasized that the proposed deals will strengthen India’s defensive capabilities and improve interoperability with U.S. and allied forces.

The approval comes as India continues to modernize its armed forces, with a focus on advanced precision-guided munitions and anti-armor systems to counter evolving threats in the region.
