Beijing (Agencies) July 29, 2025 — Chinese President Xi Jinping has called for an all-out mobilization to safeguard lives and property amid deadly floods and geological disasters triggered by continuous heavy rainfall across northern regions of the country. The order has set off a large-scale deployment of military and paramilitary forces for emergency rescue and relief operations.
In a directive issued via state media, Xi, who also serves as General Secretary of the Communist Party of China and Chairman of the Central Military Commission, urged swift and comprehensive action to support affected communities.
Responding to the call, troops from the People’s Liberation Army (PLA), the People’s Armed Police Force (PAPF), and local militia units have been mobilized in force, operating across Beijing, Hebei, Jilin, and Shandong provinces.
One of the most critical rescue missions unfolded on Monday in Yanqing District, Beijing, where a mountain torrent had destroyed access to Taotiaogou village. Officers from the First Mobile Corps of the PAPF trekked for over two hours on foot to reach the village, successfully evacuating 18 stranded residents.
Elsewhere in Yanqing, PAPF units deployed more than 20 large-scale machines to clear landslide debris on Sibao Road, while another team worked overnight to reinforce riverbank embankments along the Chaohe River downstream of the Miyun Reservoir.
The PAPF Beijing Corps reported that over 1,800 personnel have been mobilized for operations including supply delivery to Fengjiayu Township, resident evacuations from Mujiaoyu, and the establishment of emergency shelters in Huairou District. As of press time, more than 4,000 residents have been relocated, over 2,000 boxes of emergency supplies delivered, and more than 30,000 sandbags filled.
In Hebei Province, the PLA command mobilized 1,700 troops and militia members following a series of flood-induced emergencies. In Chengde’s Xigou village, a landslide severed communication with the area, prompting the rapid deployment of 280 rescue personnel for road restoration and evacuations. Additional militia teams were activated in Zhangjiakou’s Kangbao County, Langfang’s Sanhe, and Baoding’s Fuping County to manage floodwater diversion and cleanup.
Rescue operations are also underway in Inner Mongolia’s Hohhot, Baotou, and Ordos regions, where torrential rains have threatened thousands. In Duliuba village, Hohhot, a collapsed flood control dike prompted urgent action by PLA Northern Theater Command Air Force troops, supported by PAPF Inner Mongolia units and local emergency teams.
China’s national and regional emergency apparatus remains on high alert as forecasters warn of continued rainfall in the coming days. Authorities have promised sustained intervention and resource deployment to stabilize affected areas and prevent further disaster.
