- Russia reiterates opposition to foreign bases in Afghanistan and neighboring states
MOSCOW — October 7, 2025 (Agencies): Russian Foreign Minister Sergey Lavrov has issued a strong warning against the deployment of military infrastructure by non-regional actors in Afghanistan and its neighboring countries, calling such actions “categorically unacceptable.”
Speaking at the seventh meeting of the Moscow Format Consultations on Afghanistan, Lavrov emphasized Russia’s firm stance on preserving regional sovereignty and preventing external military interference. “We reaffirm the categorical unacceptability of the deployment of military infrastructure of third countries on the territory of Afghanistan, as well as on the territory of neighboring states, under any pretext,” Lavrov stated during his opening remarks.
The Moscow Format, launched in early 2017, serves as a multilateral platform aimed at promoting national reconciliation and accelerating peace efforts in Afghanistan. The forum brings together regional stakeholders to discuss security, political stability, and humanitarian cooperation in the war-torn country.
Lavrov’s remarks come amid growing concerns over renewed instability in Afghanistan and speculation about foreign military interests seeking strategic footholds in the region. Russia has consistently advocated for a regional-led approach to Afghan peace and reconstruction, emphasizing the importance of sovereignty, non-interference, and inclusive dialogue.
The consultations in Moscow are expected to continue with participation from key regional powers, including China, Pakistan, Iran, and Central Asian republics, as they explore coordinated strategies to support Afghanistan’s long-term stability.
