KUWAIT CITY, Dec. 24 (Agencies) – The Kuwaiti Ministry of Public Works and China Communications Construction Company Limited (CCCC) have signed an engineering, procurement and construction (EPC) contract for the first phase of the Mubarak Al-Kabeer Port project, a cornerstone of Kuwait’s ambitious Vision 2035 development plan.
The signing ceremony, held Friday on Boubyan Island in northern Jahra Governorate, was attended by Kuwaiti Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah, cabinet ministers, and representatives from the Chinese Embassy in Kuwait alongside Chinese enterprises.
Prime Minister Sheikh Ahmad hailed the project as a symbol of the enduring friendship between Kuwait and China. He emphasized that the bilateral relationship rests on a “long-standing and solid historical foundation” and continues to yield tangible outcomes through strategic cooperation.
Liu Xiang, charge d’affaires at the Chinese Embassy, described the agreement as a milestone in advancing bilateral cooperation and deepening Belt and Road collaboration. He noted that the port project would play a vital role in Kuwait’s economic diversification efforts and support the country’s 2035 vision.
Chen Zhong, deputy general manager of CCCC, highlighted the significance of the project as the company’s first Middle East port initiative partially built to Chinese standards. He underscored that CCCC’s expertise and technology would ensure Mubarak Al-Kabeer Port becomes a model of China-Kuwait partnership.

The Mubarak Al-Kabeer Port is envisioned as a strategic trade hub for the region, reinforcing Kuwait’s role in global commerce while driving economic diversification. Officials regard the project as a flagship initiative under Kuwait Vision 2035, aimed at transforming the nation into a leading regional logistics and investment center.
