Copenhagen, September 15, 2025 (Agencies): Denmark has approved the construction of a Ukrainian solid rocket fuel plant near the Skridstrup Air Base, invoking special legislation that bypasses more than 20 existing environmental, building, and safety regulations to accelerate the project.
The facility, to be built by Ukrainian defense firm Fire Point, will produce solid rocket fuel used in Ukraine’s missile systems, including the Flamingo series. The Danish government will temporarily exempt the project from normal requirements on environmental protection, construction permits, and accident-risk controls, citing urgent defense needs.
Defense Minister Troels Lund Poulsen confirmed that the special law will remain in effect until the end of 2028 and is intended to speed up the plant’s completion amid the ongoing war in Ukraine. He noted that public complaint rights would also be restricted under the new framework.
Officials stressed that the plant will gradually be brought into compliance with Danish safety and environmental standards over time, with continuous government oversight throughout the process.
Legal experts have raised concerns about the sweeping nature of the exemptions, warning that bypassing so many laws sets a significant precedent. Meanwhile, Russia has condemned Denmark’s decision, calling it a hostile move that risks further escalating tensions.
Analysts say the project underscores Denmark’s growing commitment to supporting Ukraine’s defense industry and could become a key hub for supplying critical military materials to Kyiv.
