Hong Kong – October 2, 2025 (Agencies) – China has formally issued a set of diplomatic directives known as the “Four Nos” to the United States, urging its representatives in Hong Kong to refrain from actions deemed as interference in China’s internal affairs. The move follows a meeting between Cui Jianchun, Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the Hong Kong Special Administrative Region, and US Consul General Julie Eadeh, held on Tuesday.

According to a statement released by the Commissioner’s Office on Thursday, “solemn representations” were lodged regarding Eadeh’s conduct since assuming her diplomatic post in August. The Chinese side expressed concern over her reported engagements with discredited political figures during official receptions.

Commissioner Cui outlined the “Four Nos” as follows:

  • No to meeting individuals an envoy should not meet with
  • No to colluding with anti-China forces
  • No to inciting, assisting, instigating, or funding those who oppose China and cause chaos in Hong Kong
  • No to interfering in national security cases within the Hong Kong SAR

Cui urged the US Consul General to abide by international diplomatic norms, respect China’s sovereignty, and disengage from anti-China elements. He emphasized that foreign envoys must avoid actions that could destabilize Hong Kong or undermine national security.

The diplomatic exchange comes amid heightened sensitivities surrounding foreign involvement in Hong Kong’s political landscape. Speaking at a regular press conference on Tuesday, Hong Kong Chief Executive John Lee also cautioned foreign diplomats against engaging in “destructive activities”, reinforcing Beijing’s stance on safeguarding national interests.

The Chinese government has consistently maintained that Hong Kong affairs are an internal matter, and has warned against external interference, particularly in the context of national security legislation and political reform.
