Istanbul, December 16, 2025 (Agencies) – Turkiye and Azerbaijan have officially pledged mutual defense, declaring that an attack on one will be treated as an attack on both, obligating joint military response.
The commitment was formalized in a Memorandum of Understanding on Strengthening Mutual Military Security, signed on July 22, 2025, during the International Defence Industry Fair (IDEF?2025) in Istanbul. The pact gained legal force in December 2025, following ratification by Azerbaijan’s parliament, and is now fully applicable.
Under the agreement, both nations vowed to provide mutual assistance in the event of armed aggression, affirming their rights under Article 51 of the UN Charter on collective self?defense. The pact also calls for enhanced coordination of military exercises, joint operational readiness, and deeper institutionalized defense cooperation.
Officials in Baku and Ankara hailed the pact as a milestone in bilateral relations, reinforcing sovereignty, independence, and territorial integrity. Analysts say the move establishes a new security architecture in the South Caucasus, strengthening deterrence against external threats and drawing Azerbaijan closer to NATO structures through Türkiye’s membership.
The pact carries significant regional implications, particularly amid ongoing tensions in the Caucasus. Observers warn that any attack on Azerbaijan could now trigger Turkish military involvement, reshaping the balance of power in the region.
