Role of the Literacy Department in Pakistan
The primary objective of Literacy and Non-Formal Education Departments in Pakistan is to provide educational opportunities to children, women, and youth who are unable to attend formal schools.
Adult literacy programs are designed to enable a large number of illiterate individuals to acquire basic reading and writing skills.
Community Learning Centers and literacy schools aim to spread education at the local level.
“Life Skills-Based Education” and “Technical Training” projects equip learners with skills that can help them secure employment.
The Government of Pakistan, along with various NGOs, is working to improve the literacy rate and achieve the targets of the UN Agenda 2030.
- Challenges Faced by Teachers
Teachers working in the literacy sector face several challenges:
- Low salaries and limited incentives – Literacy teachers are often underpaid compared to other education sectors.
- Lack of training – Many teachers do not receive adequate training in modern teaching methods and digital tools.
- Insufficient facilities – Classrooms, furniture, teaching materials, and digital tools are often missing.
- Low social recognition – Literacy teachers are generally not valued at the same level as regular schoolteachers.
- Difficulties in rural areas – Teachers in remote areas face infrastructure shortages and cultural barriers, especially regarding girls’ education.
- The Need for Digital Literacy for Learners
In the modern world, digital literacy is an essential component of education.
Students today must not only learn to read and write but also acquire skills in Information Technology.
Digital tools (computers, mobile devices, and the internet) provide learners with access to e-learning, e-books, online courses, and a global knowledge base.
without digital literacy, the continuity of education could not be maintained.
Providing digital facilities to learners in rural areas is essential to ensure equal opportunities compared to urban students.
- Recommendations
- The Literacy Department should enhance teacher training and improve their incentives.
- Digital labs and computer kits should be provided in every literacy center.
- E-learning platforms should be introduced for learners.
- Public-private partnerships should be encouraged to launch digital literacy initiatives.
- Regular online training and workshops should be conducted for both teachers and learners.
