Kabul, August 3, 2025 (Agencies) — Afghanistan has signed a historic $10 billion Memorandum of Understanding with Azizi Energy Private Company to develop the country’s largest-ever power generation initiative, targeting a capacity of 10,000 megawatts across diverse regions.

The agreement, formalized at the Government Media and Information Center in Kabul, was attended by Deputy Prime Minister for Economic Affairs Mullah Abdul Ghani Baradar and senior officials from the Ministry of Water and Energy. The project will utilize a mix of gas, coal, hydro, wind, and solar energy, aiming to meet domestic electricity needs and transform Afghanistan into an energy-exporting nation.

Of the total output, 4,000 megawatts will be allocated for public consumption, providing 24/7 electricity to residential areas nationwide, with priority given to underserved regions. The remaining 6,000 megawatts will power industrial zones and support the establishment of thousands of factories.

Regional Allocation by Energy Source:

  • Coal: Balkh, Bamiyan, Herat, Baghlan — 3,400 MW
  • Gas: Jawzjan, Herat, Northern Zone — 3,700 MW
  • Hydroelectric: Kabul, Kapisa, Daikundi — 2,040 MW
  • Wind: Herat, Farah — 700 MW
  • Solar: Kabul, Kandahar, Ghazni — 200 MW

Technical teams will begin site surveys on August 3, with design completion expected within six months. Initial implementation will focus on generating 2,000 to 3,000 megawatts, with full project completion anticipated in 7 to 10 years.

Officials emphasized that the initiative will create employment for millions of Afghans, boost national revenue, and mark a turning point in Afghanistan’s economic and energy independence.
